The deployment of supporting measures to attract companies together with the prefecture, cities, and towns, is a feature of Saga Prefecture's incentive programs, and offers some of the best selections of incentives in the country.

The Saga Prefectural Business Relocation Subsidy offers an attractive menu from the standpoint of companies moving into Saga, in accordance with the type of industry and business contents.

    There is a separate condition in the case of large-scale.
  • Maximum of 12 times, depending on industry type, location area, etc

  • Must reside in Saga Prefecture, calculated at 1/2 in cases where new employees are non-regular employees, including relocated workers.

  • Investment relationship = Amount of investment × 10/100 (first time only: max JPY 100 million)
  • Rent relationship = Office rent × 1/2 (Three years: Max JPY 30 million)
  • Communication relationship = Number of local people newly employed × JPY 200,000 (Three years: Max JPY 80 million)

B Financial incentives to promote employment

Maximum of JPY 1 million per person! Three year grant, no limits!

Amount of subsidy=Number of local persons newly employed (*1) × subsidy unit price (*2)

  • Must reside in Saga Prefecture, calculated at 1/2 in cases where new employees are non-regular employees, including relocated workers. Second and third year subsidy is offered in the addition of local persons that are newly employed.
  • JPY 500,000 to JPY 1 million, depending on employment scale.

Head office functions

In case head office functions would be transferred to Saga Prefecture or would be expanded, we can provide Saga Prefecture's original incentives.

Saga Prefectural Business Relocation Promotion Zone

In order to promote the creation of new employment and the revitalization of the regional economy in the prefecture, Saga Prefecture is carrying out various measures in an integrated manner by specifying the cities and towns that have put particular effort into promoting the relocation of companies as special zones.

If a company relocates into an area that has been designated as a Special Business Relocation Promotion Zone, additional incentives are offered, as follows.

Additional special zone for "Saga Prefectural Business Relocation Subsidy" (plus subsidy rate)

Additional factors "2" due to expansion into special zone (in other words, the subsidy is doubled!)

Prefectural tax exemption (Selective system with the "Saga Prefectural Business Relocation Subsidy")

Details of tax exemption (1)5 exemptions + 5 reductions (five years of full business tax exemptions, followed by five years of 50% business reductions)
(2)Tax exemption from real estate acquisition tax

Support for "Tax exemptions for national property tax" carried out by cities and towns (equivalent to or higher than the 5+5 system)

Other Incentive Programs

There are a variety of national, prefectural, and city/town incentive programs, in addition to the Saga Prefectural Business Relocation Subsidy and exemptions from prefectural taxes.

Incentive programs based on Regional Development Act

In cases where a business relocates to an area that has been designated based on laws related to regional development, the company may be eligible for incentive programs, including special depreciation (national), business tax, non-uniform taxation of real estate acquisition tax (prefecture), and non-uniform taxation of fixed assets tax (cities, towns).

Incentive programs based on act on Formation and Development of Regional Industrial Clusters through Promotion of Establishment of New Business Facilities

In cases where a business relocates to an area that has developed a basic plan based on the Act on Formation and Development of Regional Industrial Clusters through Promotion of Establishment of New Business Facilities, the company may be able to use low-interest loan systems (Japan Finance Corporation, etc).

Regional revitalization plans

Regional revitalization plans are plans that have been created by local governments and certified by the Prime Minister in the Cabinet Office, in order to comprehensively and effectively support voluntary and self-sustaining initiatives for regional revitalization carried out in the area and based on the Regional Revitalization Act. Saga Prefecture is taking special measures for projects based on a certified regional revitalization plan.
Currently, Saga Prefecture has created a regional revitalization plan related to interest subsidies and relocation of head office functions, as plans related to attracting businesses.

If a business has received approval for the "Plan to Develop Business Facilities in Specified Areas to Improve Regional Vitality" from the governor of Saga Prefecture and has created a certain number of jobs in accordance with this plan, the company can receive tax credits for national taxes in accordance with the increase in employment.

There may be cases in which a business that has received approval for the "Plan to Develop Business Facilities in Specified Areas to Improve Regional Vitality" from the governor of Saga Prefecture may be eligible for a city/town fixed assets tax related to the placement of head office functions.
